This refresher is an additional class for any students who failed their exam in the summer term at Hogwarts, or students who were not of age for the examination during the summer term.

Adults who have yet to pass their apparitions license, who have received their license in a country other than the United Kingdom of Great Britain and Ireland, or who have been requested to repeat the examination due to legalities, are able to attend this refresher at a cost of 15 galleons [this includes the cost of the examination on 27th July].
